Ang kailangan natin ay Matino, Masipag at Mahusay!

Sa aking mga kabarangay,

             Sa paglilingkod sa Barangay, Bayan o Lungsod hindi sapat yung ika’y Mahusay lamang pero hindi ka naman Matino, sapagkat may mga tagapaglingkod sa bayan na Matino nga pero hindi naman sila Mahusay at Masipag, may mga naninilbihan naman na Mahusay nga pero hindi naman sila Matino at Masipag, hindi rin sapat ang ikaw ay Masipag lamang pero hindi ka naman Matino at Mahusay.

Ang kailangan natin ay Matino, Masipag at Mahusay! Ang lahat ng katangian na yan ay nasa ating Punong Barangay Cecilia C. Nepomuceno.

Bilang Chairman sa Committee on Public Works and Infrastructures ako po’y nanguna sa pagpapagawa ng mga pa-trabaho publiko, tulad ng mga daan, rehabilitasyon ng mga daycare center, barangay hall at daluyan ng tubig sa ating lugar, lahat po ng ito’y naisakatuparan sa tulong at suporta ng ating masipag na Kapitana Cecilia   Nepomuceno.

May mga ilang halimbawa na nagpapatunay sa ating Kapitana ng mga nasambit ko na katangian - Matino, Mahusay at Masipag. Tulad ng proyektong daluyan ng tubig, ito’y naipatapos sa takdang      panahon. Ang rehabilitasyon ng mga Daycare Center bago sumapit ang pagbubukas ng klase ng mga bata, bagamat walang sapat na pondo para sa materyales at gastos sa labor, ito’y hindi naging imposible sa ating Kapitana na maipatapos ang nasabing proyekto sa takdang panahon.

Sa unang buwan ng aming panunungkulan, agad na naipagawa ang mga Barangay Oupost sa Purok 6 at Purok 1. Ang mapanatiling Malinis ang buong barangay at maging maliwanag sa tuwing pagsapit ng dilim ay isa sa kanyang   pangunahing proyekto, patunay dyan ang pagkakaroon natin ng bagong truck ng basura at mga kaakibat na kagamitan sa paghahakot ng mga ito.

Sa pagpapagawa ng mga daan dito sa ating Barangay tulad ng sa Sitio Mali, bagamat isa lamang Eskinita ang nakatakdang gawin, hindi naging mahirap sa kanya na maipatapos ang iba pang daan dahil sa kanyang pagsisinop at kanyang determinasyon na maisagawa ang proyekto na hindi lamang umaasa sa pondo ng barangay.

Nang nagkaroon tayo ng pagkakataon na mabigyan ng pondo ng ating Congresman Carmelo Lazatin ng kalahating milyon piso para sa pagpapagawa ng Barangay Hall, malugod po natin itong tinanggap, pero batid natin sa Cutcut Barangay Council na hindi sapat ang halaga na ito upang maipatapos ang ating barangay hall sa ganyang halaga. Bago inumpisahan ang pagsasagawa ng ating barangay hall, bilang Chairman sa Committee on Public Works and Infrastructures sinabi ko sa ating kapitan ng ang pondo na binigay ng ating Congresman ay hindi sapat para maipatapos ang proyektong ito. Hindi nagdalawang salita ang ating Kapitana na ipatupad at isagawa agad ang ating Barangay Hall. Nakita nyo naman po sa ngayon kung gaano kaganda ito. Lahat ng pagkukulang, lalo na sa Labor at pambili ng materyales para sa finishing, ceiling at electrical ng ating barangay hall ay nagawaan ng paraan ng ating Kapitana. Ito po  ang tinatawag na malasakit at hangarin ng tunay na paglilingkod sa Barangay.

Madami pa na naging serbisyo publiko ang naisagawa ng ating Kapitana, hindi po sapat ang kapirasong papel na ito upang masambit ko sa inyo ang lahat.

Ang mga patunay na ito ay ilan lamang sa kakayanan at katangian ng ating Kapitana  ng tapat na  paglilingkod, hangad po naming maipagpatuloy muli ang pagsisilbi sa ating Barangay.

Resolution No. 14 Series of 2012

A RESOLUTION RECOMMENDING THE APPOINTMENT OF CRISTINA OCAMPO CAYANAN AS BARANGAY KAGAWAD.

WHEREAS, the resulting vacancy in the sangguniang barangay where the rule of succession is no longer applicable shall be filled up by appointment to be issued by the City Mayor upon the recommendation of Sanguniang Barangay concerned.

WHEREAS, CRISTINA OCAMPO CAYANAN hem in all the qualifications and none of the disqualifications for appointment as Barangay Kagawad of this Barangay.

WHEREAS, to the distinction between elective and appointive officials, an elective official is one who acquired official relations to his office by way of election while appointive official is one who acquired official relation to his office by way of appointment in accordance with law. Elective positions are thus occupied by elective officials. However, there are elective positions where the law mandates that the same be filled up by appointment in case of vacancy therein. An example of that is the appointment of a sanggunian member to fill up a permanent vacancy in the sanggunian as provided for Section 45 of the Local Government Code. In such case, though the replacement acquired her official relation to the office through appointment, she is considered as an elective official because she is occupying an elective position

NOW THEREFORE,    on motion of Barangay Kagawad ROY DANTE OGURIDA, duly seconded by Barangay Kagawad EMERENCIANA L. SIGUA.

BE IT RESOLVED,    as it is hereby resolved by the Barangay Council in session assembled that a resolution recommending and approving the appointment of CRISTINA OCAMPO CAYANAN as the Barangay Kagawad.

RESOLVED FURTHER, that copies of this resolution be forwarded to government offices concerned for their information and guidance.

UNANIMOUSLY APPROVED, adopted on September 8, 2012 at Barangay Cutcut, Angeles City.

RESOLUTION No. 25 Series of 2011

RESOLUTION AMENDING BARANGAY ORDINANCE NO. 20 SERIES OF 2006 AS AMENDED BY BARANGAY ORDINANCE NO. 31 SERIES OF 2011.

WHEREAS, this august body has enacted Ordinance No. 31 further amending Ordinance No. 20 series of 2006 as emended;

WHEREAS, the Honorable Barangay Captain has returned the said legislative measure with the suggestion that it be further amended Section 7 of Barangay Ordinance No. 20, series of 2006 as amended by the Barangay Ordinance No. 31, series of 2011 particularly on Section 7 thereof is hereby further amended;

WHEREAS, this ordinance shall take effect 30 days after its approval.

NOW THEREFORE, on motion Barangay Kagawad ROY DANTE OGURIDA, duly seconded by Barangay Kagawad EMERENCIANA L. SIGUA, a resolution amending Barangay Ordinance No. 20, Series of 2006 as amended by Barangay Ordinance No. 31, Series of 2011 is hereby approved.

RESOLUTION No. 24 Series of 2011

On joint- motion of the proponent,  Kagawad EMERENCIANA L. SIGUA, chairman of the Committee on Education and Kagawad ROY DANTE OGURIDA, chairman of the Committee on Appropriation, duly seconded;

RESOLUTION CREATING THE BARANGAY CUTCUT SCHOLARSHIP PROGRAM.

WHEREAS, this resolution aims to provide financial assistance to poor but deserving students who
want to pursue secondary education at any public school.

WHEREAS, One hundred (100) scholars/grantees shall be accommodated per school year

WHEREAS, the CUTCUT BARANGAY COUNCIL shall incorporate in the annual budget the funds to cover the implementation of this program.

WHEREAS, this program shall take effect beginning school year 2012-2013.

NOW THEREFORE, on motion Barangay Kagawad EMERENCIANA L. SIGUA, duly seconded by Barangay Kagawad ROY DANTE OGURIDA, a resolution creating the Barangay Cutcut Scholarship Program hereby unanimously approved.

RESOLUTION No. 08 SERIES OF 2011

A Resolution authorizing the Honorable Barangay Captain Cecilia C. Nepomuceno to ESTABLISH sisterhood ties with Barangay Sta Cruz, Porac, Pampanga.

WHEREAS,    Barangay Cutcut is cognizant of the rapid development and progress.

Whereas,    Barangay Cutcut desires to establish sister barangay ties with Barangay Sta Cruz, and;

WHEREAS,    such ties between the Barangay of Cutcut and Sta. Cruz, Porac, Pampanga would pave the way for cultural and trade exchange, and other beneficial and mutual relation;

NOW THEREFORE, on motion of Kagawad ROY DANTE C. OGURIDA duly seconded by Kagawad EMERENCIANA L. SIGUA;

NOW THEREFORE, be it resolved as it is hereby resolved by the Cutcut Barangay Council in session assembled, that a resolution authorizing the Honorable Barangay Captain Cecilia C. Nepomuceno to establish sisterhood ties with Barangay Sta Cruz, Porac, Pampanga.
