Cutcut Flyover near completion

According to Department of Public Works and Highways (DPWH) Pampanga District Engineering Office assistant district engineer Arnold Ocampo.

The Cutcut Flyover will be completed this year since we have received the complete budget for it,” Ocampo said during the Pampanga Press Club’s KapiHann at Hann Resorts on March 1.

Engr. Ocampo showed a perspective of the flyover once it is completed.

In 2021, DPWH completed the first two phases of the project.

With the release of P100 million under the 2022 national budget, the implementation of its third phase is now in full swing.

The four-lane Cutcut Flyover including its approaches consists of six phases with a total project cost of ?700 million.

The 700-meter flyover including its approaches is expected to solve the bottleneck at the intersection of Porac-Angeles Road and the Friendship Highway.

The flyover is also seen to ease traffic along the Fil-Am Friendship Highway and Rizal Extension, which is among the city’s main access roads to eastern Pampanga.

Once completed, travel time from barangay Telabastagan in the City of San Fernando to Clark Freeport Zone via Friendship Highway will be reduced by at least 30 minutes.

CUTCUT FLYOVER


DPWH has assured the completion of the controversial Cutcut Flyover in Angeles City.

DPWH Third District Engineering Office Chief Engr. Arleen Beltran said the first two phases of the infrastructure project was already completed on June 2, 2021, ahead of its September 2021 expiry date.

The 2020-2021 General Appropriations Act has allotted P50 million while the United Project Management Office of the Department of Public Works and Highways has allotted another P50 million for the project.

The first two phases on the construction of the four-lane 700-lineal-meter flyover cover the bored piles and columns in the area.

Beltran also clarified the funding for the project amid concerns that there were no budget appropriated for the completion of the project.

She said the substructure of the Cutcut Flyover was initially funded in the CY 2020 General Appropriations Act (GAA) under "For Comprehensive Release," and funded again in CY 2021 GAA but was tagged "For Later Release."

"The locally-funded project is enrolled under the Multi-Year Obligational Authority with a total project cost of P600 million, which means that budget will be released every year until the completion of the project," said Beltran.

She added that the construction for the succeeding phases of the project will depend on the release of the budget.

“The local DPWH office was authorized to enter into a multi-year contract for the full project cost, and we would like to guarantee that the amount programmed for this multi-year project is included in their budget proposal for the ensuing years until its completion,” Beltran said.

The construction of the first phase of the Cutcut Flyover started on December 9, 2020 and the second phase on January 18, 2021, and were both completed in June 2021.

A total of 40.613 million was allotted from the 2021 GAA for the construction of the foundation of the flyover, while the project received P59.387 million in the previous year.

The whole project is expected to be completed in 2023 but will still depend on the timing of the releasing of the budget.

In the meantime, Mayor Lazatin urged the DPWH to install protective barriers and reflectors along the road to prevent accident in the area especially at night.

The vital intersection connects Porac town to Angeles City and the City of San Fernando to Fil-Am Friendship Circumferential Road all the way to the Clark Freeport Zone.

The Cutcut Flyover is expected to ease traffic congestion in-bound and out-bound along Porac, Filipino-American Friendship Highway and Rizal Extension in Angeles City

ANG KWENTO NG BUTO

Isang mayamang negosyante ang tumatanda na at alam nyang panahon na upang pumili siya ng taong papalit sa kanya sa pamamahala ng kanyang negosyo. Sa halip na pumili mula sa kanyang mga anak at mga direktor, nagdesisyon siya na gumawa ng isang kakaibang paraan. Ipinatawag nya ang 'young executives' ng kumpanya.

Ang sabi nya, "Panahon na para ako'y magpahinga at pumili ng papalit sa akin bilang CEO. At nagpasya ako na pumili ng isa sa inyo." Nagulat ang 'young executives' ngunit nagpatuloy ang boss. "Bawat isa sa inyo ay bibigyan ko ng BUTO ngayong araw na ito - isang espesyal na BUTO. Itanim ninyo ito, diligin at bumalik kayo dito 1 taon mula ngayon dala ang inyong tanim mula sa butong galing sa akin. Hahatulan ko kayo mula sa halamang dadalhin ninyo at ang taong mapipili ko ang papalit sa akin bilang bagong CEO."

Si Jim ay nanduon ng araw na iyon at gaya ng ibang kasama nya ay tumanggap din ng buto. Umuwi na sobra ang pananabik at ikinwento nya sa kanyang asawa ang pangyayari. Tinulungan siya nitong kumuha ng paso, lupa at pataba, at itinanim nila ang buto. Araw-araw ay dinidiligan ni Jim ang paso at inaabangan ang pagtubo ng buto. Matapos ang 3 linggo, ang ibang kasama ni Jim ay nag-uusap na sa kanilang mga buto at halaman na nagsisimula na nilang mapalaki.

Palaging tinitingnan ni Jim ang kanyang buto ngunit wala pa ding tumutubo mula doon.

Tatlong linggo, apat na linggo, limang linggo ang lumipas, wala pa din.

Ang mga kasama niya ay masayang nagkukwento tungkol sa kanilang mga halaman, ngunit si Jim ay wala pang napatutubo man lang...at nakaramdam na siya ng pagkabigo.

Anim na buwan ang lumipas - wala pa ding tumutubo sa paso ni Jim. Naisip tuloy nya na napatay nya ang kanyang buto. Ang mga kasama nya ay mayroon nang matataas at mayayabong na halaman - ngunit siya ay wala. Wala siyang binanggit sa kanyang mga kasama. Sa halip ay patuloy pa nyang diniligan at pinatabaan ang lupa sa kanyang paso - gusto nyang mapatubo pa din ang buto.

Lumipas ang isang taon at lahat ng 'young executives' ay dala ang kanilang mga halaman para makita ng kanilang CEO. Sabi ni Jim sa kanyang asawa ay 'di siya magdadala ng walang lamang paso.

Ngunit tugon ng kanyang asawa ay maging tapat sa mga pangyayari. Masama ang pakiramdam ni Jim at sa kanyang tingin ay 'yun na ang pinaka-nakakahiyang araw sa buong buhay nya, ngunit alam nyang tama naman ang kanyang asawa. Dinala nya ang kanyang walang lamang paso sa 'boardroom'. Pagdating nya ay namangha siya sa uri ng mga halamang dala ng kanyang mga kasama. Lahat ay magaganda - ang mga hugis at laki. Ibinaba ni Jim ang kanyang paso sa sahig. Pinagtawananan siya ng karamihan at ang iba ay nalungkot para sa kanya.

Nang dumating ang CEO, tiningnan nya ang silid at binati ang 'young executives'.

Si Jim naman ay nagtatago sa gawing likuran. "Wow...anong ganda ng mga halamang inyong napalaki at ang mga bulaklak nito!" wika ng CEO. "Ngayon, isa sa inyo ang hihiranging susunod na CEO."

Nakita ng CEO si Jim na nasa likod dala ang kanyang paso na walang laman. Ipinatawag niya ito sa kanyang financial director at dinala sa harapan. Nabigla si Jim at naisip nyang pumalpak siya at malamang ay paalisin na siya.

Nang nasa harap na siya ay tinanong ng CEO kung ano ang nangyari sa kanyang buto - at sinabi nya ang buong kwento.

Pinaupo ng CEO ang lahat maliban kay Jim. Tiningnan niya ito at sinabi sa 'young executives'..."Narito ang inyong susunod na CEO!"

"Siya ay si Jim!" 'Di makapaniwala si Jim sa narinig. Hindi nga nya napatubo ang kanyang buto.

"Paanong siya ang susunod na CEO?" tanong pa ng iba.

Sagot ng CEO, "Isang taon ang nakaraan, lahat kayo ay binigyan ko ng buto upang itanim, diligin, patubuin, alagaan at dalhin sa araw na ito. Ngunit ang ibinigay ko sa inyo ay patay na buto - at imposibleng tumubo ang mga ito."

"Lahat kayo maliban kay Jim ay dinalhan ako ng naggagandahang halaman. Pinalitan ninyo ang inyong mga buto nang malaman ninyong 'di ito tutubo. Si Jim lang ang may tapang at katapatan na magdala ng pasong buto lamang ang tanging laman. Kaya't siya ang magiging bagong Chief Executive Officer!"

Moral Lesaon:

Maging TAPAT po tayo anuman po ang ating mga ginagawa.

May kasabihan po na "Kung ano ang ating itinanim ay siya nating aanihin."

Cutcut Barangay Hall

As Barangay Kagawad and Chairman of Committee on Public Works, the improvement of Cutcut Barangay Hall is our a priority concern for this Barangay;

But Barangay Cutcut having limited funds and income necessitate the allocation for the improvements of Cutcut Barangay Hall.

February 7, 2011, when i proposed a resolution to the good Senator Frnaklin Drilon for the improvement of Cutcut Barangay Hall. This will be more advantageous and convenient, management-wise, resulting in increased efficiency in operations and improved services to the public.

But the realization of this project become possible thru the good Congresman Carmelo Lazatin and the support of Cutcut Barangay Council for the additional funds thru 20% Development Funds of the Barangay.

Ang kailangan natin ay Matino, Masipag at Mahusay!

Sa aking mga kabarangay,

             Sa paglilingkod sa Barangay, Bayan o Lungsod hindi sapat yung ika’y Mahusay lamang pero hindi ka naman Matino, sapagkat may mga tagapaglingkod sa bayan na Matino nga pero hindi naman sila Mahusay at Masipag, may mga naninilbihan naman na Mahusay nga pero hindi naman sila Matino at Masipag, hindi rin sapat ang ikaw ay Masipag lamang pero hindi ka naman Matino at Mahusay.

Ang kailangan natin ay Matino, Masipag at Mahusay! Ang lahat ng katangian na yan ay nasa ating Punong Barangay Cecilia C. Nepomuceno.

Bilang Chairman sa Committee on Public Works and Infrastructures ako po’y nanguna sa pagpapagawa ng mga pa-trabaho publiko, tulad ng mga daan, rehabilitasyon ng mga daycare center, barangay hall at daluyan ng tubig sa ating lugar, lahat po ng ito’y naisakatuparan sa tulong at suporta ng ating masipag na Kapitana Cecilia   Nepomuceno.

May mga ilang halimbawa na nagpapatunay sa ating Kapitana ng mga nasambit ko na katangian - Matino, Mahusay at Masipag. Tulad ng proyektong daluyan ng tubig, ito’y naipatapos sa takdang      panahon. Ang rehabilitasyon ng mga Daycare Center bago sumapit ang pagbubukas ng klase ng mga bata, bagamat walang sapat na pondo para sa materyales at gastos sa labor, ito’y hindi naging imposible sa ating Kapitana na maipatapos ang nasabing proyekto sa takdang panahon.

Sa unang buwan ng aming panunungkulan, agad na naipagawa ang mga Barangay Oupost sa Purok 6 at Purok 1. Ang mapanatiling Malinis ang buong barangay at maging maliwanag sa tuwing pagsapit ng dilim ay isa sa kanyang   pangunahing proyekto, patunay dyan ang pagkakaroon natin ng bagong truck ng basura at mga kaakibat na kagamitan sa paghahakot ng mga ito.

Sa pagpapagawa ng mga daan dito sa ating Barangay tulad ng sa Sitio Mali, bagamat isa lamang Eskinita ang nakatakdang gawin, hindi naging mahirap sa kanya na maipatapos ang iba pang daan dahil sa kanyang pagsisinop at kanyang determinasyon na maisagawa ang proyekto na hindi lamang umaasa sa pondo ng barangay.

Nang nagkaroon tayo ng pagkakataon na mabigyan ng pondo ng ating Congresman Carmelo Lazatin ng kalahating milyon piso para sa pagpapagawa ng Barangay Hall, malugod po natin itong tinanggap, pero batid natin sa Cutcut Barangay Council na hindi sapat ang halaga na ito upang maipatapos ang ating barangay hall sa ganyang halaga. Bago inumpisahan ang pagsasagawa ng ating barangay hall, bilang Chairman sa Committee on Public Works and Infrastructures sinabi ko sa ating kapitan ng ang pondo na binigay ng ating Congresman ay hindi sapat para maipatapos ang proyektong ito. Hindi nagdalawang salita ang ating Kapitana na ipatupad at isagawa agad ang ating Barangay Hall. Nakita nyo naman po sa ngayon kung gaano kaganda ito. Lahat ng pagkukulang, lalo na sa Labor at pambili ng materyales para sa finishing, ceiling at electrical ng ating barangay hall ay nagawaan ng paraan ng ating Kapitana. Ito po  ang tinatawag na malasakit at hangarin ng tunay na paglilingkod sa Barangay.

Madami pa na naging serbisyo publiko ang naisagawa ng ating Kapitana, hindi po sapat ang kapirasong papel na ito upang masambit ko sa inyo ang lahat.

Ang mga patunay na ito ay ilan lamang sa kakayanan at katangian ng ating Kapitana  ng tapat na  paglilingkod, hangad po naming maipagpatuloy muli ang pagsisilbi sa ating Barangay.

Resolution No. 13 Series of 2012

A RESOLUTION AUTHORIZING HONORABLE BARANGAY CAPTAIN CECILIA C. NEPOMUCENO TO ENTER A CONTRACT BY A MEMORANDUM OF AGREEMENT FOR THE COLLECTION OF GARBAGE WITHIN THE VICINITY OF CARMENVILLE SUBDIVISION

WHEREAS,the Local Government Unit – Barangay are mandated to rendered services and facilities related to General Hygiene and Sanitation, beautification and solid waste collection

WHEREAS,the Local Government Unit – Barangay are tasked to segregate and collect biodegradable, compostable and reusable solid waste.

WHEREAS,the Cutcut Barangay Council and the People of the Barangay Cutcut are cognizant of the earnest effort of the Barangay Captain Honorable CECILIA C. NEPOMUCENO to enhance public service and to provide good governance.

NOW THEREFORE, on motion of Kag. ROY DANTE OGURIDA, duly seconded by Kag. GINA T. NULUD, in session assembled, do hereby approved AND AUTHORIZED Honorable Barangay Chairman Cecilia C. Nepomuceno to enter into a contract by a Memorandum of Agreement for the collection of garbage within the vicinity of Carmenville Subdivision.

A reposeful landscape in a new found leadership

The cardinal reason for building a new community has something to do, in fact, with the characteristic of our age; the fundamental needs of the constituency; especially the poor. this is a necessity over which the might of government can be of no avail, for the poor, and marginalized are in many ways, the people for which government exist. The deficiencies of the past are primarily brought about by mis- education. therefore; with a new thrust of education in combining work, study and social involvement, the management of a reposeful community begins, in this crucial times, with the government, but it ends with the people. Introduce therefore reforms in an effort to correct the past deficiencies and broaden the base of participation by the population in the development process. Initiate economic reform that will contribute to create an environment more conducive to sustained economic growth.

RESOLUTION No. 10 Series of 2011


A RESOLUTION CALLING ON THE SUPREME COURT TO STOP ILLEGAL CONVERSION OF MUNICIPALITIES TO CITIES, PROTECT THE LOCAL GOVERNMENT CODE, UPHOLD THE LAW AND RESPECT THE CONSTITUTION.

WHEREAS,    after declaring the sixteen (16) cityhood laws unconstitutional in ruling issued on August 24, 2010, the Supreme Court reversed the said decision once again, and reinstated its December 21, 2009 ruling, which affirmed the constitutionality of the said laws.

Whereas,    this is the third time that the Supreme Court has reversed itself on the issue of whatever or not the cityhood laws, which allow 16 municipalities to be converted into cities, is constitutional;

WHEREAS,    the constitutional provision states that no province, city, municipality or Barangay shall be created, divided, merged, abolished or its boundary substantially altered, except in accordance with the criteria established in the Local Government Code and subject to approval by a majority of the votes cast in a plebiscite in the political units directed affected;
Whereas,    the flip-flopping of the Supreme Court is unprecedented in its history and will set a bad precedent and will disturb the well-establish legal principles on finality and immutability of final judgments;
WHEREAS,    this action of the Supreme Court does not inspire confidence in our judicial processes and is another setback in our quest to restore the people’s faith in our judicial system;
WHEREAS,    the Supreme Court decision will only open the floodgates for more conversions of unqualified municipalities to become cities in violation of the express provisions of the Constitutional and the Local Government Code of 1991;
WHEREAS,    the Supreme Court ruling shall only cause confusion and instability in the development and planning process of Philippine cities and will seriously and adversely affect the delivery of basic services;
WHEREAS,    the Supreme Court decision will unduly reduce the income of Philippine Cities intended for anti-poverty, health, education and other equally significant programs aimed at improving the quality of their constituents;
WHEREAS,    League of Cities of the Philippines (LCP) does not oppose the creation of cities per se; LCP is against the conversion of municipalities to cities which do not comply with the requirements under the Constitution and Republic Act No. 7160, as amended by Republic Act No. 9009;
WHEREAS,    League of Cities of the Philippines (LCP has endorsed and supported the conversion of the cities of Biñan and Dasmariñas; and LCP is also ready to endorse the conversion of qualified municipalities including Bacoor, Imus, Cabuyao and other progressive municipalities who may determined as qualified for conversions;

NOW THEREFORE, the Cutcut Barangay Council on behalf of its constituents and residents, hereby resolves to;

1.     URGE the Supreme Court to honor and uphold the mandates of the Constitution and the rule of law which is the basic foundation of our democratic system.

2.     Urge the Supreme Court to RESPECT the well-establish legal principles on finality of judgment and preserve the stability of our judicial and legislative.

3.     CALL on the Filipino people to safeguard the Supreme Court as the last bulwalk of democracy and the final arbiter of all judicial and constitutional issues.

4.     CALL on the Filipino people to join the effort and advocacy to Stop the illegal Conversion of Cities Protect the Local Government Code, Uphold the rule and Respect the Constitution.

NOW THEREFORE, be it resolved as it is hereby resolved by the Cutcut Barangay Council in session assembled, that a resolution calling on the Supreme Court to stop illegal conversion of municipalities to cities, protect the local government code, uphold the law and respect the constitution.

RESOLVED FURTHER, that the copies of this Resolution be furnished the Supreme Court Justices and the League of Cities of the Philippines (LCP) Secretariat for their information.

RESOLUTION No. 06 Series of 2011

A RESOLUTION REQUESTING HONORABLE FRANKLIN DRILON, SENATOR OF THE REPUBLIC OF THE PHILIPPINES TO ALLOCATE FUNDS FROM HIS COUNTRYSIDE DEVELOPMENT FUND FOR THE PROPOSED IMPROVEMENT OF CUTCUT BARANGAY HALL IN THE AMOUNT OF ONE MILLION EIGHT HUNDRED FIFTY ONE THOUSAND TWO HUNDRED NINETY NINE PESOS AND SEVENTY FOUR CENTAVOS (P 1,851,299.74).

WHEREAS, the improvement of Cutcut Barangay Hall is a priority concern of this Barangay;

WHEREAS, Barangay Cutcut having limited funds and income necessitate the allocation for the improvements of Cutcut Barangay Hall;

WHEREAS, its proposed improvement of Cutcut Barangay Hall will be more advantageous and convenient, management-wise, resulting in increased efficiency in operations and improved services to the public.

WHEREAS, this august body and the people of Barangay Cutcut look up to Honorable Senator Franklin Drilon for support towards the realization of this endeavor.

NOW THEREFORE, on motion of Kagawad ROY DANTE C.OGURIDA duly seconded by Kagawad FERNANDO A. BONDOC;

RESOLVE, AS IT IS HEREBY RESOLVED, to adopt a resolution requesting Honorable FRANKLIN DRILON, Senator of the Republic of the Philippines to allocate funds from his countryside development fund for the proposed improvement of Cutcut Barangay Hall in the amount of One Million Eight Hundred Fifty One Thousand Two Hundred Ninety Nine Pesos and Seventy Four Centavos (P 1,851,299.74).

RESOLVED FURTHER, that copies of this resolution be forwarded to the Office of the Honorable Senator FRANKLIN DRILON and other government agencies concerned for their reference and guidelines.

UNANIMOUSLY APPROVED in regular session assembled by Cutcut Barangay Council held on February 08, 2011 at the Cutcut Barangay Hall, Angeles City.

RESOLUTION No. 04 Series of 2011

A Resolution granting financial assistance amounting five thousand pesos (Php 5,000.00) each of the four (4) families who were affected by the fire which happened on the 17th of January 2011 and such amount is chargeable to the 5% Calamity Funds.

WHEREAS, on the 17th day of January around 2:00 o’clock in the afternoon, a fire incident occurred in a residential house located at # 307 Rosal St., Nepo Subd., Cutcut, Angeles City.

WHEREAS, pursuant to the provisions of RA 8185, otherwise known as ‘An Act Amending Section 324 (d) of RA 7160, otherwise known as the Local Government Code of 1991’, (sic) its Implementing Rules and Regulations, and Executive Order No. 201 dated 26 April 2003, it is hereby clarified that the 5% local calamity fund of every local government unit (LGU) shall be utilized only for the relief, reconstruction, rehabilitation and other works and services, in connection with a calamity which occurred during the budget year. Under the aforesaid Act, calamity has been defined as a state of extreme distress or great misfortune caused by adverse event or natural force, causing widespread loss or extensive damage to livestocks, lives, crops and properties. Accordingly, any adverse event, such as but not limited to, acts of terrorism and spread of Severe Acute Respiratory Syndrome (SARS) or other endemics, that could fall within the ambit of the definition of calamity defined by law, can be a legal basis for LGUs concerned to declare their own state of calamity.

WHEREAS, the Fund valid for used on relief, rehabilitation, reconstruction and other works or services in connection with man-made disasters resulting from unlawful acts of insurgents, terrorists and other criminals, as well as for disaster preparedness and other pre-disaster activities.

NOW THEREFORE, on motion of Barangay Kagawad ROY DANTE OGURIDA, duly seconded by Barangay Kagawad JUANITO D. DAYRIT in a session assembled, do hereby approved the financial assistance amounting to five thousand pesos (Php 5,000.00) each of the four (4) families who were affected by the fire last 17th of January 2011 chargeable to the 5% Calamity Funds.

RESOLUTION No. 03 Series of 2011

A RESOLUTION persuading the Honorable Barangay Chairman CECILIA C. NEPOMUCENO the non-issuance of Barangay Clearance and or Barangay Business Permit to Kennon Farms of Paradise, Cutcut, Angeles City.

WHEREAS, on the several occasions that the City Council ‘s Committee on Environment and Natural Resources had conducted an ocular inspection on Kennon Farm.

WHEREAS, upon the inspection, presence of maggots on the waste water drainage were visible, thus violating the RA 9275, known as Philippine Clear Water Act of 2004

WHEREAS, a very obnoxious odor emanating from the whole compound of Kennon Farm, most specially near the water treatment area, is also a violation of RA 8749 or Clean Air Act of 1999.

WHEREAS, pursuant to the said inspection and investigation Kennon Farm violate Environmental Laws.

NOW THEREFORE, on motion of Kagawad ROY DANTE C. OGURIDA duly seconded by Kagawad GINA T. NULUD;

NOW THEREFORE, be it resolved as it is hereby resolved by the Cutcut Barangay Council in session assembled, that a resolution persuading the Honorable Barangay Chairman CECILIA C. NEPOMUCENO, the non-issuance of Barangay Clearance and or Barangay Business Permit to Kennon Farms of Paradise, Cutcut, Angeles City.

APPROVED in regular session assembled by Cutcut Barangay Council held on January 11, 2011 at the Cutcut Barangay Hall, Angeles City.

San Roque Fiesta - August 15 & 16, 2010


Yearly fiesta in honor of San Roque. Unlike other parts of the country San Roque is celebrated here in Barangay Cutcut on every August 16. San Roque is the patron saint of the sick and the invalids.

San Roque was born around 1295 in a rich family in Montpellier, France. Tradition says that San Roque had a birthmark with a red cross on his chest.
His father died when he was 12 and his mother died when he was 20. He joined the Franciscan order soon after that and distributed his fortune among the poor.
San Roque then set out for Italy as a mendicant pilgrim and stopped along the way to care for the victims of the plague that was ravaging Italy at that time. He was reputed to have performed many miracles of healing everywhere he went.

On his return incognito to Montpellier he was arrested as a spy by order of his own uncle and thrown into prison, where he languished five years and died on 16 August 1327. Only when he was dead did the townspeople recognized him (by a birthmark). Soon, he was credited with continuing to work miracle cures against the pestilence, and he was soon canonized. Almost identical stories were related about numerous other saints.

According to some accounts the history of the feast of San Roque in the Philippines started in 1637. Residents of the town of San Roque came down from the mountains where they had contracted malaria. But they were miraculously cured after holding a procession in honour of San Roque. It is said that the procession was held in a fiesta atmosphere, with a lot of dancing and singing.

2010 BARANGAY CUTCUT Inter-Purok Basketball Tournament




Rules and Regulations of Basketball Tournament

I.               ELIGIBILITY

a.     To be eligible to participate in this tournament, a player must be a resident of the Purok he represent for no less than six (6) months prior to the opening date and duly certified by the Designated Kagawad.

b.     He must not be a present member of any of country’s National Basketball Leagues (PBA, MBA, PBL). Former or current school varsitarians may join the competition if given permission by the school he is a player at.

c.     AGE REQUIREMENTS

·       MINI-MIDGET CATEGORY
ü     Must born after December 31, 1995 (15 years old below)
·       JUNIOR CATEGORY
ü     Must born after December 31, 1992 (18 years old below)
·       OPEN-AGE CATEGORY
ü     No age limit

d.     He is required to submit the eligibility form with the “2X2” picture, before March 06, 2010 and attested by the Kagawad in charge of each Purok.

e.     OPEN CATEGORY

Three (3) imports allowed but only (2) to import can be fielded-in at any given time

f.      JUNIORS & MIDGET CATEGORY

All players must be certified by their designated kagawad, if any player is found to be unqualified or over aged, the whole team will be disqualified from the tournament                    

II.             Team composition

a.     Participating teams may have fifteen (15) players and all fifteen (15) players will be allowed to play in any game.

III.           Uniforms

a.     No Team/Player shall be allowed to play without wearing the proper uniform (identical).

b.     The official number of the players begins from number 1 following by 2, 3, and 4 up to the last number of players.



IV.           Duties and responsibility

a.     Both coaches of the playing team should know the rules and regulations of the game and must see to it that they are in total control of their players and their benches.

b.     Only the coaches of the playing team are allowed to stand and make necessary verifications/complaints during the progress of the game.


V.             Team discipline and conduct of players

a.     A team must be present at the playing court fifteen (15) minutes before the scheduled match. In case a team will not show up after a grace period of fifteen (15) minutes given will lose by forfeiture

b.     Any team who commits two (2) consecutive game defaults will be withdrawn from the tournament without prior notice.

c.     Any player, coach or manager who commits any of the enumerated acts of violence or un-sportsman-like conduct shall be penalized with a technical foul and or a suspension in the game depending upon the gravity of the violation/situation.

d.     Players who are under the influents of liquor or any prohibited substance are not allowed to play.


VI.           Game stop procedure

a.     If a game is stopped due to unavoidable circumstances like power failure, bad weather condition and render the court is not unplayable.

                                               i.     If the match is in progress is stopped in the 1st or 2nd period, the game shall be reset to a new game with another playing date. The score will be back to zero and the time will be reset.

                                             ii.     In the game was stopped in the 3rd, 4th or overtime period, the game will be resumed to another playing date adopting the score and the remaining time of the game when it was stopped.


VII.         Breaking of ties

a.     In case of double tie “WIN OVER OTHER” system shall be used to break the tie, there will be no play-off

b.     In case of triple tie or multiple ties, the goal average or quotient system shall be used to break the tie; there will be no play-off.


VIII.       Protest procedure

a.     All protest concerning the eligibility of the players shall be done in written form and be submitted to the technical committee within forty-eight (48) hours (office hours) before or after the game. NO-PROTEST AFTER ELIMINATION ROUND


IX.           Supplemental rules

a.     The committee officials’ and referees’ decision is final.

b.     The 2000-2001 FIBA Rules and Regulations shall govern this tournament.

X.             Impersonation

a.     Any player who is found out using other’s identity shall be suspended and automatically be blacklisted in any basketball competition as sanctioned by the Cutcut Barangay Council, and all the game/s he played by the team he represents shall be declared lost and the team shall be automatically out from the league.

Tournament FORMAT

A). Midget Division: and Senior Division:
                       
I. Participating Teams shall be divided in two groups A&B each group shall play
   A single round robin for elimination round .

II. after the elimination round the No. 1 team in each group shall bye, then the No. 2 in group a meet the No. 3 in group 3, then the No.3 in Group-A meet the No.2   in Group-B, Knock-out system. Then the winners shall advance for semi-final will join the two No.1 teams another round robin fro the top 4 teams then after the semi-final the No.1 team meet the No. 2 team for championship, then the No.3 meet the No.4 team for 2nd runner-up.

B) Junior Division:

I.               All participating team shall play a single round robin series for elimination   round, after the elimination the top 4 teams shall advance for the semi-final round another round robin, series. After the semi final the No.1 team meet the No.2 team for championship. The No.3 meet the No.4 team for 2nd runner-up.

C. Senior Division:

Elimination Round:

  Single round robin series for the elimination round after the elimination round.
- After the elimination round the No.1 meet the No.4 team for semi-final. Knock-out  system however if the No.1 team has no lose record shall beat twice of the No. 4 team. Then the No.2 team meet the No.3 knock-out system, then the winners shall play for the championship best of three series, then the looser shall play for the 3rd place, one game only.

The Sangguniang Kabataan (Sk)

The Sangguniang Kabataan or SK (Youth Council) is the governing body in every chapter of the Katipunan ng Kabataan (Youth Federation). Each barangay in the Philippines is mandated by law to have its own chapter of the Katipunan ng Kabataan in which the members elect their officers called as the Sangguniang Kabataan. The Sangguniang Kabataan is an off-shoot of the KB or the Kabataang Barangay (Village Youth) which was abolished when the Local Government Code of 1991 was enacted.

The Sangguniang Kabataan is the youth legislature in every local village or community. It also initiates policies, programs and projects for the development of youth in their respective political territories. The Chairman of the Sangguniang Kabataan acts as the Chief Executive of the Sanggunian (Council) while the Kagawad (Councilor) as the legislative council. The Kagawads approve resolutions of the Sanggunian and appropriates the money allotted to the council, a share in the revenue of the Barangay.

The Chairman automatically sits in the Sanggunian Barangay (Village Council) as ex-officio member. He automatically gets chairmanship of the Committee on Youth and Sports, one of the standing committees in the village council. Every Sangguniang Kabataan is then federated into municipal and city federations, then city and municipal federations are federated into a provincial federation.

The barangay SK Chairman represents the barangay in the municipal or city federation. The presidents of the city and municipal federation presidents becomes member of the provincial federation and the provincial federation president becomes member of the national federation. The presidents of highly urbanized and independent component cities completes the membership in the national federation. The entire membership in the Federation elect the national federation president who automatically sits in the National Youth Commission as ex-officio member.

The national federation is governed by the National Executive Board while the municipal, city to provincial federation is governed by the Local Executive Committee composed mostly of the seven regularly elected officers of the federation.

Since 1992 up to the present, there have been three simultaneous nationwide SK elections held in the Philippines which each term lasting from a minimum of three to five years due to amendment of the regular 3-year term limit of the council. After every poll, election of federation officers follows. The elected presidents in the municipal and city federations sit as ex-officio member in the municipal or city council respectively while the provincial president represent the youth in the provincial board. All of these ex-officio members automatically chair the council's committee on youth and sports development.



What is Barangay?



The barangay is the basic political unit in the Philippines. It serves as the primary planning and implementing unit of government policies, plans, programs, projects, and activities in the community, and as a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled.

A barangay may be created out of a contiguous territory which has a population of at least 2,000, except in cities and municipalities within Metro Manila and other metropolitan political subdivisions or in highly urbanized cities where such territory shall have a certified population of at least 5,000. To enhance the delivery of basic services in the indigenous cultural communities, Congress may create a barangay in these communities.

Every barangay has a punong barangay, seven Sangguniang Barangay members, the Sangguniang Kabataan chairperson, a barangay secretary, and a barangay treasurer.

The Sangguniang Barangay, the legislative body of the barangay, is composed of the punong barangay as presiding officer, and the seven regular Sangguniang Barangay members elected at large and Sangguniang Kabataan chairperson as members.

A barangay also has a Lupong Tagapamayapa, which consists of 10 to 20 members and exercises administrative supervision over conciliation panels to effect speedy resolution of disputes.

Who may be elected punong barangay or member of the sangguniang barangay?

  • A citizen of the Philippines
  • At least 18 years old on election day
  • A registered voter and a resident for at least one year immediately before election in the barangay where he or she is running
  • Able to read and write Filipino or any other local language or dialect

What happens if a permanent vacancy occurs in the office of the punong barangay?

  • The highest ranking sangguniang barangay member or, in case of his or her permanent inability, becomes the punong barangay.
  • A tie between or among the highest ranking sanggunian members will be resolved by the drawing of lots.
  • The successor will serve the unexpired term of his or her predecessor.

What a punong barangay can do

  • Enforce all laws and ordinances applicable within the barangay
  • Negotiate, enter into, and sign contracts for and in behalf of the Barangay, upon authorization of the Sangguniang Barangay
  • Maintain public order in the barangay and assist the city or municipal mayor and the sanggunian members in the performance of their duties and functions
  • Call and preside over the sessions of the Sangguniang Barangay and the Barangay assembly, and vote only to break a tie
  • Upon approval by a majority of all the members of the Sangguniang Barangay, appoint or replace the barangay treasurer, the barangay secretary, and other appointive barangay officials
  • Organize and lead an emergency group whenever the same may be necessary for the maintenance of peace and order or on occasions of emergency or calamity within the Barangay
  • In coordination with the Barangay development council, prepare the annual executive and supplemental budgets of the barangay
  • Approve vouchers relating to the disbursement of barangay funds
  • Enforce laws and regulations relating to pollution control and protection of the environment
  • Administer the operation of the Katarungang Pambarangay
  • Exercise general supervision over the activities of the Sangguniang Kabataan
  • Ensure the delivery of basic services
  • Conduct an annual palarong barangay which will feature traditional sports and disciplines included in national and international games, in coordination with the Department of Education
  • Promote the general welfare of the barangay
  • Possess and carry the necessary firearm within his territorial jurisdiction, subject to appropriate rules and regulations

What the Sangguniang Barangay can do

  • Enact ordinances necessary to discharge the responsibilities conferred upon it by law or ordinance and to promote the general welfare of inhabitants
  • Enact tax and revenue ordinances, subject to the limitations imposed in the Local Government Code
  • Enact annual and supplemental budgets
  • Provide for the construction and maintenance of barangay facilities and other public works projects chargeable to the general fund of the barangay or such other funds actually available for the purpose
  • Submit to the Sangguniang Panlungsod or Sangguniang Bayan such suggestions or recommendations as it may see fit for the improvement of the barangay or for the welfare of its inhabitants
  • Assist in the establishment, organization, and promotion of cooperative enterprises that will improve the economic condition and well-being of residents
  • Regulate the use of multipurpose halls, multipurpose pavements, grain or copra dryers, patios and other post-harvest facilities, barangay waterworks, barangay markets, parking areas or other similar facilities constructed with government funds within the jurisdiction of the barangay and charge reasonable fees for their use
  • Solicit or accept monies, materials, and voluntary labor for specific public works and cooperative enterprises of the barangay from residents, land owners, producers, and merchants in the Barangay, provided that monies or properties donated by private agencies and individuals for specific purposes shall accrue to the barangay as trust fund
  • Provide compensation, reasonable allowances, or per diems as well as travel expenses for Sangguniang Barangay members and other Barangay officials, subject to budgetary and other limitations
  • Hold fund-raising activities for barangay projects without the need of securing permits from any national or local office or agency, but not within a period of 60 days immediately preceding and after a national or local election, recall, referendum, or plebiscite
  • Authorize the punong barangay to enter into contracts on behalf of the barangay
  • Authorize the barangay treasurer to make direct purchases in an amount not exceeding P1,000 at any one time for the ordinary and essential administrative needs of the barangay
  • Prescribe fines in amounts not exceeding P1,000 for violation of barangay ordinances

What disputes can be brought to the Lupong Tagapamayapa for amicable settlement?
The Lupong Tagapamayapa of each barangay has authority to bring together the parties actually residing in the same city or municipality for amicable settlement of all disputes except:

  • Where one party is the government, or any subdivision or instrumentality thereof
  • Where one party is a public officer or employee, and the dispute relates to the performance of his official functions
  • Offenses punishable by imprisonment exceeding one year or a fine exceeding P5,000
  • Offenses where there is no private offended party
  • Where the dispute involves real properties located in different cities or municipalities unless the parties thereto agree to submit their differences to amicable settlement by an appropriate lupon
  • Disputes involving parties who actually reside in barangays of different cities or municipalities, except where such barangay units adjoin each other and the parties thereto agree to submit their differences to amicable settlement by an appropriate lupon

Sangguniang Kabataan
The Sangguniang Kabataan is composed of a chairperson, seven members, a secretary, and a treasurer.

Who may be elected to the Sangguniang Kabataan?

  • A citizen of the Philippines
  • At least 15 years but not more than 21 years of age on election day
  • A qualified voter of the katipunan ng kabataan (The katipunan ng kabataan is composed of all citizens of the Philippines actually residing in a barangay for at least six months, who are 15 but not more than 21 years of age, and who are duly registered in the list of the Sangguniang Kabataan or in the official barangay list in the custody of the barangay secretary)
  • A resident of the barangay for at least one year immediately before election
  • " Able to read and write Filipino, English, or the local dialect


What happens if a permanent vacancy occurs in the Sangguniang Kabataan?

  • A Sangguniang Kabataan official who, during his or her term of office, passes the age of 21 years is allowed to serve the remaining portion of the term for which he or she was elected.
  • In case a Sangguniang Kabataan chairperson refuses to assume office, fails to qualify, is convicted of a felony, voluntarily resigns, dies, is permanently incapacitated, is removed from office, or has been absent without leave for more than three consecutive months, the Sangguniang Kabataan member who obtained the next highest number of votes in the election immediately preceding will assume the office of the chairperson for the unexpired portion of the term. Where two or more Sangguniang Kabataan members obtained the same next highest number of votes, the other Sangguniang Kabataan members will conduct an election to choose the successor to the chairperson from among the said members.
  • After the vacancy has been filled, the Sangguniang Kabataan chairperson will call a special election to complete the membership of said sanggunian. Such Sangguniang Kabataan member will hold office for the unexpired portion of the term of the vacant seat.

What the Sangguniang Kabataan can do

  • Promulgate resolutions necessary to carry out the objectives of the youth in the barangay
  • Initiate programs designed to enhance the social, political, economic, cultural, intellectual, moral, spiritual, and physical development of the members
  • Hold fund-raising activities, the proceeds of which shall be tax-exempt and shall accrue to the general fund of the Sangguniang Kabataan
  • Create such bodies or committees as it may deem necessary to effectively carry out its programs and activities
  • Consult and coordinate with all youth organizations in the barangay for policy formulation and program implementation
  • Coordinate with the appropriate national agency for the implementation of youth development projects and programs at the national level
